BRC-logo-SRThe following is a press release from the BlueRibbon Coalition regarding the BLM Environmental Assessment and plans for the Rice Canyon OHV Open Area:

The Bureau of Land Management (BLM), Eagle Lake Field Office (ELFO) is preparing an Environmental Assessment (EA) that will analyze the impacts of development and maintenance within the existing Rice Canyon 105 acre open area managed primarily for off-highway vehicle (OHV) use. The project area is within the Antelope/Shaffer/Bald Mountain Special Recreation Management Area (SRMA) which was designated in the 2008 BLM ELFO Resource Management Plan (RMP).

The Rice Canyon OHV open area is located NE of Susanville, California, off of Rice Canyon Road within Township 30 North, Range 13 East. The purpose of the proposed action is to protect OHV users from unregulated target shooting, create loop trail opportunities and encourage users to stay in designated areas.

The proposed action would take place within the Rice Canyon open OHV area and would include the following components shown on Map 2:

1) Establish the location of the existing 105 acre OHV open area boundary.
2) Construct 3 miles of new OHV trails.
3) Develop 1 acre of new OHV staging areas and install facilities such as picnic tables, a vault toilet and small shade structures.
4) Maintain and develop the existing 1.20 acre gravel pit currently utilized for parking and unregulated target shooting and install facilities.
5) Install entrance and boundary signs and markers.
6) Perform regular parking and trail maintenance with heavy equipment.
7) Restore and fence 0.25 miles of routes outside of the designated OHV open area.

The identified new and existing routes and parking areas may be utilized for casual and Special Recreation permitted events. Initial implementation would begin in fall 2015 as funding becomes available.

All comments regarding the proposed action are welcome and will used along with those received from other interested parties to determine the significant issues to be analyzed in the EA. Your comments must be received by Monday January 5, 2015 to ensure consideration.
